提升臺灣鯛之臺灣良好農業規範接軌國際驗證之可行性研究

    為推動國內養殖水產品產銷履歷導入國際區塊鏈溯源系統,進行綜合分析臺灣 良好農業規範(Taiwan Good Agricultural Practices, TGAP)與國際驗證之水產養 殖管理委員會(Aquaculture Stewardship  Council, ASC)、最佳水產養殖規範 (Best Aquaculture Practices, BAP)之異同,評估國內臺灣鯛生產與加工業者接軌 國際驗證之可行性,並研擬生產流程與規範,以利通過驗證後之資料串接與跨境區 塊鏈溯源系統推動。

    完成重點工作為下列四點,(1)比較國內外臺灣鯛生產與加工之國際驗證規範 ,進行TGAP、ASC、BAP之驗證規範資料比對,把TGAP目前不足的規範列出,作為業 者改善生產與加工過程之標的,讓已經具有產銷履歷驗證之生產者可以更快接軌國 際規範。(2)了解國內已通過ASC驗證之養殖戶及加工廠業者進行訪談調查,並接洽 研究人員取得類似研究成果,參加國際驗證所需投入之平均成本與後續增加國際銷 售之效益評估。(3)推動計畫性生產策略,由加工廠接洽訂單與養殖戶共同參與國際 驗證以建立契約生產、適地適養、就近加工之供應鏈模式。(4)綜合目前產官學研的 努力,相關政策的推動包含養殖用電優惠補助方案、鼓勵企業協助地方創生計畫、 國內食材採購在地化等,都將促成國內推廣集團驗證與契約生產之可行性,讓國內 計畫性生產符合國際水產養殖驗證之臺灣鯛養殖模式。

    本研究完成生產與加工之國際規範差異比較與建議操作手冊,並提出驗證申請 之成本分析。希望能提供充足誘因給養殖漁業管理組織進行國內推廣,協助養殖戶 與加工廠共同參與集團驗證,建立具環境友善、動物福利與安全生產之水產品供應 鏈行銷國際。

    In order to promote international trade of domestic aquaculture products into the international blockchain traceability system, we have comprehensively analyzed the similarities and differences among Taiwan Good Agricultural Practices (TGAP), international certificationsAquaculture Stewardship  Council (ASC) and Best Aquaculture Practices (BAP). Then, evaluated the feasibility of introducing international certifications into domestic Tilapia production and processing industry in Taiwan, and developed production processes and specifications to facilitate the adoption of verified data linkage and cross-border blockchain traceability system. 

    The key completed tasks are as follows: (1)  Compare the - 1 - 1083564 international certification specifications among TGAP, ASC and  BAP. (2)  Investigate the average cost and profit of software and hardware improvement required for international certification.  (3) Promote the planned production strategy. After processing plant and contracted farmers passing international certification, the group receive the order contract to produce products and process nearby. (4) Based on the current efforts of industry, aquaculture producers, government officers, researchers,  the promotion of related policies are proposed. The policies such as subsidy for aquaculture electricity fee, encourage enterprises to assist local livelihood programs and localization of domestic food procurement will all contribute to the verification and contract of domestic promotion groups. The feasibility of production allows domestic planned production to conform the Taiwan tilapia culture model for fully implementation of international certification around Taiwan.

    This study completed the comparison of international standards of Tilapia production and processing, and then provided recommendations as an operating manual for verification applications. With sufficient incentives for domestic promotion of aquaculture fisheries management organizations, we will assist farmers and processing plants to participate in group certification, and establish a global supply of aquatic products supply chain with environmental friendliness, animal welfare and safe production.
