基因轉殖水產生物已成為水產生物遺傳育種之重要研究方向，不僅學術上之需要，更具有產業龐大商機之潛在競爭能力。為了有效避免基因轉殖水產生物可能對環境生態造成之影響、及提供完善之隔離場地供基因轉殖水產生物在研發或未上市前進行安全試驗評估，急需設立標準化之隔離場來做有效之人員、生物、器材之隔離防護管理。本計畫除依據「基因轉殖水產生物田間試驗管理規範（草案）」規劃外，另亦參考「基因轉殖植物田間試驗管理辦法」、「基因轉殖植物生物安全評估原則」及「美、加基因轉殖水產動物溫室或田間隔離池設置要點」等相關資料，提出基因轉殖水產生物隔離田間試驗設施建置之計畫構想。落實基因轉殖水產生物研究之安全管理制度的建立，讓基因轉殖產品商業化生產上市前，通過主管機關及專家審議評估，搭配嚴密持續的監督管理，採標準作業程序完成風險評估之田間試驗，健全基因轉殖水產生物產業發展。

The aquatic GMO (genetically modified organism, GMO) become an importantresearch direction either in academic or in economic potential. To prevent seriousimpact on ecosystem caused by GMO and provide an isolated-experimental facility todo risk assessment, we need to establish a standard experimental isolation. MaricultureResearch Center, Fisheries Research Institute set “the isolation experimental facility oftransgenic organism in aquaculture “ and establish with the source managementacquisition of information for running the transgenic finfish experimental facility. Wewish the facility could become an important risk assessment center which determinatewhether a GMO can be distribute on market.
