基因轉殖水產生物田間隔離試驗設施建置

基因轉殖水產生物已成為水產生物遺傳育種之重要研究方向,不僅學術上之需要,更具有產業龐大商機之潛在競爭能力。為了有效避免基因轉殖水產生物可能對環境生態造成之影響、及提供完善之隔離場地供基因轉殖水產生物在研發或未上市前進行安全試驗評估,急需設立標準化之隔離場來做有效之人員、生物、器材之隔離防護管理。為落實基因轉殖水產生物研究之安全管理制度的建立,讓基因轉殖產品商業化生產上市前,通過主管機關及專家審議評估,搭配嚴密持續的監督管理,採標準作業程序完成風險評估之田間試驗,健全基因轉殖水產生物產業發展。田間試驗隔離場相關建築硬體設施於93、94年度計畫之工程已陸續完工,95年度計畫之工程細部設計已完成,已開標4次但均無法決標,目前已著手辦理減項作業,擬再重新辦理招標。96年度工程業已設計完成並請照,但因工程有其介面銜接及施工責任歸屬問題需前期工程告一段落始可辦理本年度工程發包。

The aquatic GMO (genetically modified organism, GMO) become an important research direction either in academic or in economic potential. To prevent serious impact on ecosystem caused by GMO and provide an isolated-experimental facility to do risk assessment, we need to establish a standard experimental isolation. Mariculture Research Center, Fisheries Research Institute set “the isolation experimental facility of transgenic organism in aquaculture “ and establish with the source management acquisition of information for running the transgenic finfish experimental facility. We wish the facility could become an important risk assessment center, which determinate whether a GMO can be distribute on market. The isolation experimental facility of transgenic organism in aquaculture begin make from 2004 last for 2007. The isolation facility association with construction hardware project has finished in 2004 and 2005 plan .The 2006 project about design has completed, but the opening of tender 4 times have been unable to win the tender. At present, we have begun to delete some item, and will make a tender again. This year project about engineering have designed complete and applied for license to build. But the project has its interface engagement and responsibility of construction to overcome. So, making tender of this year works have to come to the end at preliminary work.
