在離岸風機場域與漁場之共生經營模式研究

為達淨零目標,我國積極推動離岸風能,然風場位置與我國傳統沿近海漁場重疊 ,短期來看,直接影響漁民生活型態,長期而言將改變臺灣西部漁業生態系,本研 究擬以漁業依賴性及非漁業依賴性資料分析風場與其周邊海域漁業資源,瞭解目前 之臺灣西部海域漁業生態系現況。針對近年常見漁獲物種進行資源量及物種分布熱 點調查研究,並蒐集常見漁獲物種之生物資料與魚種組成,評析漁獲物與年別漁業 資源結構變動關係,以瞭解離岸風機建立對生態環境與漁業資源結構之影響。解析 洄游性魚類或底棲魚類是否在海上風機附近大量聚集,或者它們是否隨機分佈在風 電場內的硬質和軟質基質上。於臺灣離岸風場內進行牡蠣離岸養殖試驗,透過養殖 牡蠣之成長與活存率調查、牡蠣金屬含量測量及養殖海域內水文環境監測,建立其 離岸養殖技術。透過科研調查及技術研發,增進綠能與漁業之共存發展。

To achieve the net-zero goal, the Taiwan government actively promotes offshore wind energy. However, the location of wind farms overlaps with the traditional coastal fishing grounds. In the short term, it will directly affect the lifestyle of fishermen, and in the long run, it will change the fishery ecosystem in western Taiwan. This study intends to use fishery-dependent and non-fishery-dependent data to analyze the fishery resources in the offshore wind farm and its surrounding waters to understand the current status of the fishery ecosystem in the western waters of Taiwan. Carry out resource quantity and species distribution hotspot investigations on common caught species in recent years, and collect biological data and fish species composition of common caught species. Evaluate and analyze the relationship between catches and changes in the structure of fishery resources in different years to understand the impact of the establishment of offshore wind farms on the ecological environment and structure of fishery resources. Resolve whether migratory or benthic fish are congregating near offshore wind farms, or if they are randomly distributed on hard and soft substrates within wind farms. Offshore oyster farming experiment conducted in an offshore wind farm in Taiwan. Through the investigation of the growth and survival rate of cultured oysters, the measurement of metal content in oysters and the monitoring of the hydrological environment in the cultured area, the offshore oyster culture technology has been established. Promote the coexistence and development of green energy and fisheries through scientific research and technology research and development
