因應氣候變遷之臺灣沿近海烏魚漁業資源決策支援

烏魚(Mugil cephalus)為臺灣西部沿近海最重要的經濟魚種之一,冬季會隨著大陸 沿岸水南下洄游產卵,由於長期捕撈和氣候變遷導致漁獲量自1980年代全盛時期持 續減少,且近十年來平均漁獲量呈現大幅變動且略微下滑之現象。因此烏魚資源受 到氣候影響導致成洄游路徑、漁場環境及漁法作業變動仍待持續深入研究探討。本 年度目標解析烏魚漁業資源之時空分佈動態,建立10年期以上之烏魚漁場環境變動 預測評估模式。透過發展每周烏魚漁海況速報、水溫動態報模式,評估適合發展漁 況預報及分析模式之可行性,逐年提升漁海況速報頻度與精準度。藉由烏魚預速報 發布優化提供漁民捕撈建議,並輔助漁政單位漁業管理決策以因應氣候趨勢對資源 變動之影響。

The grey mullet Mugil cephalus is one of the most commercially important species in the coastal and offshore waters of Taiwan. They typically migrate south along the China Coastal Current to Taiwan to spawn in winter. Long-term fishing and climate change have led to a steady decline in gray mullet catches since the 1980s. The average annual catch has shown dramatic fluctuations and a slight decline in the past decade. This year, we will study the impact of important marine environmental factors on the changes in grey mullet resources in Taiwan, and to analysis of the temporal and spatial distribution of fish fishing grounds by nesting historical fishery data. Fishing, sea state and SST bulletins are weekly published to evaluate the feasibility of developing fishing forecast and analysis models, and to increase the frequency and accuracy of rapid fishing and sea state reporting year by year. This research will provide fishermen and fishery management with fishing advice and decision support for gray mullet fishery resources, and for climate change mitigation and adaptation.
