生物科技產業被視為21世紀的明星產業，擁有龐大的商機，為此許多國家莫不將發展生物科技列為未來施政的重點。由於生物科技研發須投入龐大的經費及人力，屬高利潤、高風險的產業，加以涵蓋範圍廣，以台灣現有人力及物力，似無法涵蓋所有的生技領域，因此必須採重點發展策略，惟在選擇發展項目時除技術外，尤應納入經濟方面考量，然而過去少有此方面的研究，因此本計畫擬以經濟觀點來探討當前我國推動水產生物技術政策及其經濟成效，並提出具體建議，供政府後續推動水產生技產業的參考。

Biotechnology has been recognized as a star industry in 21 century because of itspotential business opportunity. The development of biotechnology also became themajor concern of many countries due to its features of capital intensive, highprofitability, high risk, and widely coverage. Based upon the current infrastructure,Taiwan is not able to develop all field of biotechnology. Therefore, we must make ourdecision carefully and only focus on the items with development potential. Besides,economic assessments are also required before making any decision. Set forth on thereasons mentioned above, the purpose of this project is to investigate the currentperformance of promoting aquacultural biotechnology. Our findings are expected to beas references for future research and policy making.
