在政府推動數位化臺灣的過程中，為解決因數位化所帶來的寬頻問題與因應多元化網路應用，2005年政府推出「M-Taiwan」計畫以提升臺灣網路行動應用與服務。為配合此項政策，本年度亦規劃本所全球資訊網，此外，增加數位文獻內容80篇、PDF格式光碟書8片，並完成農委會農業知識網之珊瑚主題館及上傳農業知識加值網文獻81篇，亦製作「臺灣石斑魚養殖」影片。該影片不僅介紹石斑魚養殖發展歷史及產業分工特徵外，亦提供養殖漁民現階段石斑魚養殖技術知識。

In 2005, government implemented an M-Taiwan project to solve the problem of broadband and the insufficient contents of web service during the progression of e-Taiwan. This year the project started to plan a website of Fisheries Research Institute. Digitizing publications and references with PDF electronic books were continued. A website of coral reef was set up in the Council of Agriculture. The film "Grouper Aquaculture in Taiwan" was made for aquafarmers. It introduced the development of grouper aquaculture and the characters of the grouper industry in Taiwan. The current aquaculture techniques were also described.
